For some reason SolidWorks come with some command icons hidden. You should still be able to find it under Tools - Sketch Tools.
You can customize the ribbon and add the command. I do have the command in my ribbon under Sketch. I don't remember if I added it.
It's in my SW2018 Sketch tab and since I don't really use it (or recommend its use), I doubt I added it, but...
For future, if you're looking for a command, enter some relevant text in the search box located [in] the upper right:
Click the eyeball for the correct item and SW will show where it is on the pulldown menus.
To search for commands, the black command prompt icon must be present.
If it isn't, then click the arrow to the right of the magnifying glass and select Commands.
