Cylindrical sheet metal part with flange holes formed correctly?

Our current design process has the holes of the flange sent to the laser machine to cut the sheet metal as a circle before being put in the flange machine. The problem with this is the holes come out to be finished as an oval because of the stretching of making the flange.

When I model the part in solidworks as the finished product having circular holes, how can I make sure that the flat panel part will give me the correct shape of the holes after forming the flange?

I have a K-Factor of 0.4 put into my model.
