the step (line parallel to the cylinder axis) has to be slightly angled. It looks like yours is straight up. The meaningful part of the error message is "parting lines could be perpendicular to the reference plane defining the pull direction".
So you have to go back to the split line sketch and angle the short line, say 5 degrees.
