I don't use Driveworksxpress...However, I understand that it uses Excel rules for all of its rules and formulas.
So my first question is: Is it Are you sure that it is possible for BIN to evaluate as True?
Inside Excel, TRUE has a value of 1 while FALSE has a value of 0.
What if you changed True to 1 instead?
And yet another edit:
I wonder if the formula is case sensitive. Because a checkbox checked evaluates to TRUE not True.

Does it require IIF instead of IF?
I tried to use IIF instead of IF but it is still not working ...
So I have had a project with similar conditions. I know that when you're using Solidworks equations that Suppress evaluates to "1" and that Unsupress evaluates to "0". I haven't tried this yet on my project as I have been too busy to actually pre-prep my next files.

I tried the same expression you have and it evaluated for me.
I noticed that you were inputting this expression under a rule for a file name...
but as you can see above I did the same to check if that was the issue.
What version of SW are you using? I am on SW18 SP4.0 now, but back in 2015 I had a similar issue with the same expression. DriveWorksXpress part feature suppression
Okay, after some more review, you can suppress a part in an assembly by putting the suppression expression in the file name...
but then I guess you cannot rename the part?
