The 2nd page of the Sketch Picture property manager where the Trace Settings are according the help is gotten to by a button with an arrow. I can find no such arrow, and therefore no 2nd page with the Trace settings. So I am able to use Sketch Picture to open a picture and that's about it. No conversion from Raster to Vector.
