Applying a simple, straight draft to the O.D. of the part will not work. Remember how the part will need to be split into core & cavity...apply a draft that will work with that.
And of course the "downstream" features like the split and parting surfaces are going to fail...they will need to be fixed/repaired/remade as needed.
You will always have problems like this when you think of draft as an afterthought. As a mold designer that complains about the lack of draft frequently, it will sound funny for me to say this. However I wonder if you need draft on the outside of this part. It will not be impossible but the parting lines will make it difficult. (It will end up being a parting line draft rather than a neutral plane draft.) I am going to say that unless there will be a heavy texture on the OD, you can probably get away without it.
Draft should be applied prior to splitting the part. On this part, it is easily done by creating the draft feature on the O.D. in-between Loft5 & Fillet1...and creating the draft feature for the I.D. in-between Cut-Extrude1 & Cut-Extrude2.
Of course, for the draft on the O.D., you will need to first create the split line and then create the draft.
