It is Direction of Pull is going to decide whether draft is inward or outward. What is the meaning of arrow showing at Parting Line?
The Direction of pull refers to the direction you would pull a mold away from the object if you were making it with a mold.

Its all good....took me a bit to figure it out when I first saw it. Once I got my head around it, it suddenly made sense.... Glad I wasn't the only one.
I am not asking Direction of Pull but other yellow arrow.
Ahh....that arrow is referring to the surface that you want drafted. If you notice...each of those edges has 2 surfaces attached to it. The little yellow arrow (I think) is telling you which surface you will be adding draft to (as it is possible to add draft to the other surface instead).
