Is it possible to make sketch pictures not make your part think its extents are well outside the part?

I am adding sketch pictures to labels so that the information shows up in the drawing without shading the view. When I add the picture, it is initially very large. I then size it to fit my part. SolidWorks seems to remember how big the picture first came in. Do you have any suggestions for making SolidWorks understand that my part isn't that big?

Here is what my screen looks like if I "fit" the label  to it with the sketch picture:

The real problem is when my  drawing views of my assembly have their boundaries affected by this. I end up with the views that overlap that shouldn't.


Any suggestions on how to fix/prevent this? I have tried both enabling and not enabling the scale tool when I bring in a sketch picture (It always turns on when I first bring in the sketch picture, any ideas how to turn that off?)
