My first instinct would be to uncheck the "Total" in the first screenshot and check "Dimensions", then go to the next dialog and uncheck "Show Missing Rules Only"
This will be a lot of clutter, because it should be showing all 110 dimensions, but it might be a way to find out what it thinks is "Missing"
My other thought is to save everything, close, open, and step through the tabs again to see if it just needed a "refresh"

I have tried these. No rule has a red 'X' beside it. They are all filled out.
At this point I would just be grasping at straws - Is there anything in the dimensions that might be considered a circular reference, possibly a formula with an error, or something that it might not be able to calculate?
(I've seen some top down assembly models that required multiple rebuilds to fully update because of the references.)
I don't believe that there is a limitation to the number of rules with Xpress.

Uncheck "show missing" and see if you can find something? Backup all files and delete one rule and recreate that rule to see if that refreshes the database and correct the issue.
I know the answer probably but any chance to share the DWX files (SW files may not be required).
