Created this shape using base-flange,
unfolds to this,
I heard of a way to fix this but can't find it!
Any help would be appreciated! I'm using 2018.

Right click Sheet-Metal feature and select edit.
Change Bend Allowance to K factor.
It works just fine.
Start with a thin revolve then convert using insert bends.

I tried building it the same way as you and it did the same thing as before. I took your part and modified it and it still worked so now I'm wondering now if there's something in my settings?

In your OP, you stated "base flange". If you actually meant you started with this command, then that workflow doesn't work for this part in sheet metal.
Start with a dual line sketch: one as construction for your revolve axis, the other solid, positioned at the bend radius from the first line and as long as the part is wide.
Use this sketch for a revolve boss and don't close the sketch when prompted. Select No so you get a thin revolve and not a regular one.
It should say "thin" in your tree.
Set the metal thickness in the direction 1 box in the thin revolve property manager (or reopen the revolve and edit it later).
Select insert bends and click the original revolve sketch line as the fixed face (not the face, the edge where the sketch line is).
Set your angle and green check it.
Add your edge flanges as usual.
Upload your file if you still have issues.
base flange seems to work for this in 2018.

I'm guessing it has to do with bend allowance then.

I think BA is the culprit in this case which you've set to .12" and hence the flatten result is correct

I took a look at your file. Everything looked ok, apart from the Bend Allowance. I changed it from 'Bend Allowance - 0.12in' to 'K-Factor 0.5' - now it works.
