I check the online help for "plug" and "plug weld" and the only things that would come up for drawing annotations.
A work around would could you make an addition part which you would consider your plug weld? That way it would show visually, you should then be able to add the weld symbol annotation.

I understand in your reply to Mr. Mather that you wish to model this, but unless you're calculating weld strength or weld time, I'd put the plug weld symbol drawing only.
Plug welds don't have to be full "plugs".
Also, you've drawn fillet welds, but you can only apply these at edges. So in the plug field, it's another weld.
Lastly, does the width of the plug slot need to be this wide? It appears to be 5X the weld size.
So either the slot is wide-ish or the top material is thin, but either way, a full plug will be a lot of heat.
Another recommendation is to narrow the slot so that two long side passes pretty much fills the plug.

The last plug weld design I did (about 4 months ago) were HW slots, but I forgot to mention this in my blather above.
