I am tired of trying to figure this out, why work so hard when I can just ask?

I am trying to extrude a rectangle shape cut out in a cylinder. The extrude needs to follow the curve of the surface and will not go thru the wall. There will be two rows of four each around the diameter.

What I can't get to happen is for my sketch line to follow the curve of the cylinder, so that is my first question, how to make that work.

The second question is on how to place the the cut out in the correct position. If I am looking at the side of the part (side of a pipe per say) I need to rotate the surface 20 degrees for the first extrude because of other features on the part.

And no, I'm not smart enough yet to post what I'm working on for you to see so I hope my description is clear enough.
