I would like to edit the Edge flange "Default Radius". If I check the box, it reverts back to numbers opposite of what I have now. .
Can anybody tell me where to find this setting ?
Ok, some way some how I figured it out. Not sure what I was doing before for.

Defualt sheet-metal radius and thickness located in
As Default means Radii int = thickness of sheet metal, but and the other hand maybe in your shop, your tooling has another radii min...you must to talk with the supervisor of the shop about that kind of thing to have a robust design.

Ok everybody, I just started a new file. When the property manager opens on an Edge flange, the "Use default Radius" box Cheked
and the numbers are as shown. I want to change these numbers has have them as I want when the property manager opens.
Anybody know where this setting can be found ?

What' I'm saying is because of the different language it's more difficult to follow. I have look at it a few times now and I think I may have it figured out what your saying. And will try again.
Can you post a screenshot of your feature tree?
Pretty sure this is based off the new part template. You might have to update your part template by adding in a sheet metal feature changing it and then deleting it. I am in the middle of something or I would try it.

1st feature base flange
you can set the thickness and radius here and this will become the default when sheet-metal feature is created.
If i then edit base flange 1 feature i can not change the radius or thickness without overriding default.
You need to edit the default thickness and radius from the SHEET-METAL Feature in the top of the tree
You can override the default if you are making multi-body part with multiple thicknesses.

In general, sheet metal parts have a single radius, thickness, and K factor. The parts default is the same as the setting for the entire sheet.
The value of bend radius can be custom for each bend if needed. Only a single K and T may be used for the entire sheet.

Right click on the Sheet-Metal feature in your feature tree and edit the radius. That is your default radius. Every subsequent edge flange should default to that radius now.
If you are using a gauge table then the above images will look a little different.

If one of these isn't to your liking, then check "Override radius" and enter the desired value (this is the same as what's been mentioned before):
