Missing Dialog Box (Add Relationship)

I am trying to create a wire that goes between two connectors (I do not have the routing module so have to do it manually).  Normally,  in assembly mode, I am able to "create new part" which puts it in the assembly, then create a 3D sketch, click the surface (usually a cylinder) I want to start, then draw a spline from there to the place I want it to end.  I then click the end point of the spline and the surface and a relationship dialog appears that allows me to click "on plane".   Then I click on the spline and the axis of the cylinder and click "make tangent".   This works perfectly, and does exactly what I need it to do.


Unfortunately, suddenly the dialog that shows the options for "on plane"  or  "make tangent", does not appear anymore.   Only a blue box at the top that is blank, and only allows me to pick  a point, and nothing else. 


So far this is the only dialog that I have noticed is missing, so I can't say if any others are similarly misbehaving.


Any help appreciated.
