you must break the reference with the original part, stich surfaces and make a solid, then after use Featureworks to recognize the holes or erase faces and patch....attach your file
Does the IGES file come in as surface bodies, solid bodies, or a combination?
Once the part is solid, you should be able to use normal solid modeling features.
If it is a surface body, you will need to attempt to repair (Tools -> Evaluate -> Import Diagnostics), or use surface modeling features to correct the issues in the model and add your geometry at the same time.

i click on igs part will, i can open igs file, but the only this i can do, i pick surface to fills counter sink, by creating circles and boss fill.
the sketch options are all gray
Please disable 3D Interconnect (Tools -> Options -> Import -> Uncheck 'Enable 3D Interconnect'), then re-import the file.
You should then be able to modify the part file as needed.
Benjamin is correct, your part is being imported with 3DInterconnect, disable this and it should export as solid bodies or surfaces and you can then use FeatureXpert to make it populate your featuretree.
Paul,.. as the others have noted, you have the new 3D Interconnect feature enabled.
And as Ruben suggest, break the link... also... you can cleanly Export it as a Parasolid (native 3D kernel, no translation).
