When you open the solidworks on the splash screen it shows all the things it's loading in the backround try to find at what point it crashes. My random guess is it's a .net framework related error if so then you have to reinstall the dot net. To be on the safe side I would suggest reinstall all the prerequisites from the prerequisite folder in the solidworks setup.
That module is from Intel's video driver. SOLIDWORKS is asking it to render something, and it's faulting on the request. If it is recent problem, it is possible that a Windows update has modified your Video driver and it is no longer compatible with SOLIDWORKS.
Some laptops have 2 video cards, an onboard Intel card for light graphics work and a dedicated card for 3d work. It could be that you need to set that properly again, so that SOLIDWORKS uses the dedicated card.
If this machine is using an Intel card for 3d graphics, you can look to your manufacturer's site or Intel's site for alternate graphics drivers. This may mean using an older version.
If you have a VAR, I suggest contacting them to help you troubleshoot and resolve the problem.
I had the exact same problem. I fixed it by going into the windows 10 settings menu, go to the system recovery page and there you can go back to a previous version of windows 10. This fixed it and is to my knowledge the only fix for this issue.
