In a drawing I would like all my views to have a default of high quality instead of draft quality. Currently our practice is to change it manually for every view, which is very time consuming
I can't access Solidworks right now (our license server is down). However, there are two things that I can think of off the cuff.
1) I think that You can Shift select all your views in the tree and change it for all views at once. Maybe....I would have to test it and I think I remember doing something similar.
I assume this is the draft quality you are seeing under display style? Normally when you check High quality, the options go away and do not return. Is your drawing of a part or assembly? Weldment, sheet metal?

2) I think that there is a setting:
Cosmetic thread display option in Tools > Options > Document Properties > Detailing
You would have to update your template to make this permanent.
