I can say that there are not many SW Elite engineers globally and my guess would be less than 500. Also I would doubt if this information is publicly available.
Per this blog there are 400 SW Elite AE: Interview | SOLIDWORKS Elite Applications Engineer | Innova Systems (they might have increased though)

Duncan, SW Elite is only for engineers working for a VAR and only those engineers get this status/reward who complete all the
SW certification program meant for VAR.
SW Elite status is way hard than getting a CSWE. There was a time when I dreamed about it but certain personal circumstance ruled that out.
Hi Salvador, i'm assuming you mean CSWE's? Then there's 3476 at current count worldwide. if you log into the solidworks virtual tester, you can search this information. Note there are now 91,470 certified CSWP's world wide to date as well.

A few hundred I would imagine. As the Elite certification is only given to VAR engineers, it would be up to the VAR whether they disclose how many Elites they have at any point in time.

Do the Elite exams take the same / similar format to the exams us peons get to do? Is there anything to the format that would prohibit regular users from being able to take them?

Oh I get that, just wondering if there are technical reasons why or just that's their way of separating out VARs.
Users can do CSWA, CSWP and CSWE.
To have AE Elite you need to work for resseler than you need to take more EXAMS like Flow Sim, Sim Pre, Composer, PCB, etc.
Also this exams you need every year take again because new version software is released.
There are 36 Exams available this year to qualify for Elite. They total 375 Points, you must have 270 points to qualify. There are also other mandatory requirements. Must have Advanced Tech Support, Expert for example. Must be involved in the community, presenting at User Groups and active on the forum. Each year there are 8-9 Exams that need to be renewed. TriMech has the most Elite Application Engineers in the world. 37 as of 4/29/20.
