I know you can do this on the system side, but this becomes problematic when working on both inch and mm drawings for us. Is it possible to have this changes for templates?

He mentioned drawings, so I assume he creates both metric and imperial drawings, and would like to set the system separator in Document Properties in his drawing templates, instead of in System Options (which makes perfect sense to me; I don't understand why it's in System Options in the first place).
Exactly, we have inch parts/drawings and MM parts/DWGs and often it gets missed on the inches to go and change the system setting back so it is right. Very annoying.

I don't see this as an option in document properties, only, as you stated, in system options.
The only workaround I can think of at the moment is that if you can obtain (or modify) a font file so that the period is actually a comma (or vice versa) when typed, then the font can be changed in the template to suit "," or ".", but it would have to be the same font family for presentation purposes.
For example, a period in normal "Arial" displays as a ".".
And in "Arial-modified", the period displays as a ",".
Downside is that when using the modified font, when you actually need a period to be a period, it will always be displayed as a comma.
