windows 10 windows explorer "not responding" opening pdm vault

Whenever I boot this machine from a cold boot and attempt to open vault, I never get the login box. I then right-click the "blueberry" and select "login". I then login but nothing, just a spinning circle. I then go to task manager and windows explorer says not responding. I click and restart it, then all starts working. This is every time I shutdown the computer. I have tried to repair PDM, remove reboot and reinstall PDM, did all my windows updates, scanned for viruses...nothing seems to work.
