Only ONE Balloon Is Incorrect -- It Is A Duplicate

Hi folks,

Been searching for an answer to this one for a while and keep getting caught up in the same keywords everybody else uses when they haven't checked the "Link Balloon Text To Specified Table".  Needless to say, I've ensured that the box is checked.  I've deleted and recreated the BOM, I've restarted SW and my computer.  Nothing resolves the issue:

I have an assembly with an exploded view configuration -- nothing else beyond the standard view and the exploded one.  The drawing is just the exploded view and the BOM.  Before I sorted the BOM, two items were called out with "2".  After sorting the BOM, those two items resolved to the correct number but two different items then were called out with "1".

I've tried CTRL+Q, and everything else I can think of, including various BOM settings.  Only one item is wrongly ballooned, but it's a different item depending on whether or not the BOM has been sorted.  Please help!
