I created a crop view, but once the view is created some items are outside the border for the drawing view and I can't connect Balloons to them.
Also, it cuts off anything outside of that border when saved to PDF.
Edit the crop, move the line outside the parts.
It is. Moving the line farther away affects the view, but nothing keeps the actual window where I need it.
Coincidentally enough, a colleague asked me about this earlier today.
He had an exploded part (not cropped) that was getting clipped by the view.
Initially, it was far enough out that the clipping was a "band" across the part.
He moved in it (less explode) and the clipping was only one the end.
The resolution was to less explode it far enough inboard of the clipping edge.
It doesn't look like you have the explode room to do this.
Submit it to your VAR and see what they say.

Perhaps other forum members with greater wisdom will chine in on this.
It's not optimal, but it works. Like you said, maybe someone else has a different resolution.
I use a closed spline as a method to crop my views. It gives me that added ability to move the borders to where I want them.
I've seen something similar, and always on Shaded Views. Switching to a line view has always fixed it for me, but I don't know if that's an option for you.
