Short answer, no you cannot.
The .PRJ files I am familiar with are associated with Project Management apps.
What program are you needing the .PRJ file for and what data are you hoping to be able transfer/

I think we need the Lvd Software cadman b
to confert the dwg or dxf to a prj.

OK, after doing a little research, it looks like PRJ is a specific file extension for LVD CADMAN's Press NC Program (although it looks like it might be specifically Russian/Eastern European).
That being said, I am not sure how to translate it, as I am not sure what type of file is needed.
You can try to export the file from Solidworks as
I just don't know what is required for import into the Press NC Program.
Hello Manual,.. (not positive but)... no, PRJ was a project or scene file (now MAX, Autodesk) for the 3DS files ...so, if it is polygon export you're wanting,.. you can export as STL, WRL or maybe IFC or LXO (Luxology scene)?
