Im attempting to make a non-thru hole on the outside of an extruded circle but having a lot of trouble getting the circle on the extruded edge.

The way you did it was fine, although I'd probably create the Plane as shown below instead of the way you did it (see below).
And I saw your other post about equally spaced holes. After creating the first hole, you can do a Circular Pattern, using either the temporary axis down the center of the cylinder, or one of the cylindrical faces, as the axis of rotation.
I did it that way also.
