How to resolve a C++ SW COM Non-Attributed Add-in project in Visual Studio 2015?

I am running SolidWorks 2017 SP2.0 under Windows 10. I would like to create a C++ SW COM Non-Attributed Add-in project in Visual Studio 2015 Enterprise . According to Online API help, when I go to File -> New Project ->SOLIDWORKS COM Non-Attributed Addin from the templates list in Visual Studio 2015. However, I click OK, I get the "project creation failed" error message.

So I cannot execute next step about customizing my add-in in Visual Studio 2015 Enterprise. How do I resolve the question?

Also, I have find two duplicate SolidWorks's addin templates from the templates list on Visual C# and Visual Basic panel separately.  All they can create this project  by itself successfully. I wonder if the API SDK of SolidWorks 2017 SP2.0 version does not match this Visual Studio 2015? Does anyone know this reason, and how to fix this?
