You can change the precision of the base in the dimension dialog.
All I did was click on the base line then changed the precision before I clicked to place the dimension.
You can change the precision of each individual dimension as well.

I suggest modifying your drawing template dimensions setting. Options>Document Properties>Dimensions>Primary precision>.123
Save it out as a .DRWDOT file

I don't believe that will work.
The first thing I tried was to set that setting to .123. When I then did an ordinate dimension the base dimension was still 0.

You can try the method Britt Kessler suggested, but if I'm not mistaken you'd need to set Trailing zeros to "Show", and I'm getting the message shown below when I try to do that, so it might not work.
If it doesn't I'd suggest setting one dimension the way you want it and save it as a Style. Then it will be very easy to apply it to other dimensions in the future. If you like it you could add it to your drawing templates so it's already set up in new Drawings.
