Thanks Rick but I am running SolidWorks Standard which does not include the Tool Box. I want to design from scratch.

If you are wanting to actually manufacture rack & pinon parts from your models, do not trust downloaded models from any site. Most of them will not have the correct tooth forms. They will be fine for use in a virtual 3D assy, but not for real world applications.

Kelvin is correct. ANY part you download you must check to see that it really meets your needs and has the accuracy you require. Gears are very often just representations of teeth and not accurate enough for anything but a visual affect.
If you look through that spreadsheet or search for my name and involute you should find several of my files that focus on accurate involute profiles. I'd post them here, but figure it won't hurt you to search while I do my other work.

Now that you have said that, and if you are planning to use the geometry that's modeled in SolidWorks to cut metal with, you must become a Ninja Gear Master.
A NGM is a Master of the highest order. It is one of the most difficult skill sets to become proficient at.

I made a parametric true involute gear model and attached it here.
This is in SWX2016 and uses the ability to set an arc length equal to a straight line segment. This allowed me to make a geometric construction of an involute profile. The necessary math is contained in the Design Table. Here is a screen shot of the DT:
The green cells are the inputs of module, number of teeth, pressure angle, and whether the teeth are standard or stub.
