There is no true/fault of how to control revision. Depend up to your company standard - Some keep part and dwg the same revision while other make them diff.
When you work with PDM system, the part will be automatically bumped up one revision each time you check the file in the Vault (no matter if there is any change on the file). During the development, you would make many changes and don't think it's necessary to bump up one revision beside it'd increase the size of the Vault so there is an option called "working copy" which you can (by default) check in the file without changing the revision until you manually change it

Primary and secondary are usually used in the form Letter-Number such as A-01
For many, Primary (letter) revision is used for each release while secondary (number) revision is used for internal change before release
Working copy is an option which you can check in the file without bumping revision; otherwise, the file is bumped up one rev each time it's checked in
As i know :
1- primary is the rev for part change (physical change ) .is true?
2-secondary is the rev for drawing change ( e.g add dim.).is true?
3- tertiary : i dont know ( could you please give an example ? )
4- working copy i dont know clearly ( could you please give an example ?)
