How about right click on the R20 and select to show it as diameter?
No that doesn't work.
Hover the mouse over the quandrant point (with the dimension tool) until it shows up, then select, and repeat on the other side. No shift needed.

That works in the model but not in the drawing. At least not for me. I can hover over the quadrant point all day long in the drawing and nothing shows up. Am I missing something?

Sometimes I have to place points in the midpoint of the arc to grab dimensions from. Shift key sometimes just does not work, nor do the settings Glenn pointed out.
Solidworks is like an old schools sports car and sometimes she is fussy. What works for some does not work for others, but there is always a solution.

look like there a lot of good work arounds but no way to just snap to a quad in this case.

Maybe I missed something, but why doesn't holding down Shift while making the selections work for you? That's the way it's supposed to work; I wouldn't consider it a workaround.
