Are they older parts? I have had this happen on a file created in the early 2000's even though it was saved in a newer version. My part had a design table and when opened the excel table was running in compatibility mode (file was a .xls). I hit save as in excel, saved it in a modern version (.xlsx), and then relinked the design table to the part and i was then able to use the feature freeze again.
Can you share a part that has exhibited this behavior? Or will it randomly work and not work on the same part?

One example, I can state is that it is specifically caused by a sketch that creates route points.

They are new parts, and it's due to the absorbed sketch problem.
If you flatten the tree (ctrl+T) then you'll see the history of the model. This should help when placing the freeze bar between features and their absorbed sketches.

I know what causes it now. However, it doesn't make sense that one can't freeze the tree due to a sketch (creating a electrical route).
A bug that has yet to be addressed.
