I am able to insert a curve from xyz coordinates on the original "Front" plane. However, I wish to insert another curve on a reference plane that I have generated by using insert->reference geometry->plane. I can create the plane, alright but when I select it and attempt to insert the new curve onto it I can only insert the curve onto the original Front plane. How can I insert a curve, offset from my original plane?

How are you trying to insert the curve on a plane? A curve from XYZ coordinates goes through the points defined by the imported XYZ values. The points may all be on a plane, but I don't see how you could somehow put the same set of XYZ defined points on two different planes. A given set of XYZ points should always locate a curve in the same place. If you want the second curve to be in a different location you will need to change the XYZ values.
A bit more info' about what you are trying to do would be useful.
