It has to have a circular detail. I tried using swept boss/base command but no luck.

So, my suggestion would be to try to use a solid cone and then cut out the shape from it using a sweep and a 3d curve based on a helix..
If you try to do that with a single solid sweep/loft, you are probably going to run into self-intersecting issues.
I think you'll get better help if you post your attempt. Though off-hand I think you may be able to use the "Flex" tool.
Wow that seems a bit complicated. We won't do the work for you here, but we can guide you.
As an idea, why not try to utilize the helix feature for a sweep profile with a starting sketch and an ending sketch. The Helix feature will allow you to make a variable start and end diameter giving you the "cone" shape you want.
Then cut off the bottom of it, cut off the top, make a sketch on the top to be a sphere. Boom done!
If you wanted to, you could also make it look pretty by putting different colors on it.

I didn't realize that you cant "self intersect" your profile. I just attempted to do that and I had problems. I like your idea better with the loft and then helix cut profile.
I tried using helix with sweep command and was also having problem at the self intersecting part.
I think you can get what you want by using Dan Pihlaja's suggestion. You'll have to modify your sketch to get what you want by trial and error. I know the pains of the labor. I modeled R2D2 as my final design project. LOTS of trial and error with that design.
