Flat pattern is 3" shorter than actual part. Is it possible?

I made a model of a tool, which supposed to be manufactured from sheet metal. However, dimensions of the model and flat pattern a completely wrong. I measured the tool's edge and got 22.68" long, but flat pattern shows that it is only 18.95". And a section of the tool, which bent under, shall be more than 4", including radius, but flat patter shows that it only 1.89" long. Is something wrong here? Does anybody have a solution?  Thank you.
