Not exactly inside a basic tolerance box. You have to cheat and use SWML.
The "1 5/8" dimension is an actual basic tolerance box
The "3 SUFFIX" dimension uses SWML to put a border around the dimension text. So instead of just
<border type=4 size=0 padding=0><DIM>SUFFIX</border>

In the meantime, that macro I posted over there is the way you can explore what is possible in SWML. You can put SWML pretty much anywhere you can type text and it works. Typing in the SWML directly gets around some of the limitations of the interface (like being able to put as many characters as you want into a stack).
It seems writing just <border> at the starting is enough.
