Tools > Options > Document Properties > Units does control dimensions in Drawings. That's how I've always controlled mine, but if you change the settings at Dimensions it will override the settings at Units (unless Units are set to display fractions instead of decimals).

If you change the length unit format under "units" then your primary precision under Dimensions will also take on that same format.
This behavior is one-directional only. You can change the dimension primary precision to something else and it will only affect dimensions.
However, any change in the Units-format section will always also push back to the dimension format setting for all dimension that are not manually edited via the feature manager settings.
