What I want to do is to align the partial view from its parent view. But if I created break view on the parent view, the partial view will become not align from the parent view. I need to apply break view because my actual part is long to fit it on my drawing sheet. Please see below our standard. Partial projected view is aligned to parent view.

Yes,there is such situation in our standard too. But it is a ONPLACE (noname) partial projected view. SWX hasn't it, it has only GENERAL partial or whole projection view and I'm sure there is no standard which forbits using it. In any case,it is good case for Enhancement Request. You can realize this feature now via part sketch and show it in dwg view, in simple cases,of course
You can drag it approximately to the right position. If you need exact alignment here is a workaround
If the alignment is key then simply don't use break view. And use crop instead. Create your base view then create the aligned view.
Crop the base view left side. Copy paste the base view and crop the right side. Align both base view horizontal and position them to make the appearance of a break view. If you want to control the crop-out area make a model sketch, then use that sketch to define your crop area.
Basically it is not necessary and сonsequently it`s impossible to do. IMHO
