In assembly file this window pops-up. What is reason for that?
This allows you to orient your part in approximately the correct position before placing it in your assembly. Click one of the buttons & your part will rotate 90° each time around that axis.

If you don't want it, uncheck the box at the bottom of your screenshot.
It can be turned off if you don't use it using the"Show rotate context toolbar" check box at the bottom of the PropertyManager. See the description of it at the bottom of this help topic which you get if you hit the ? help button or hit F1 while the dialog is up:
