You can of course go back and apply the relation, but what I often do in cases like that is add a construction line, that will snap to horizontal, and make the second circle's centerpoint coincident with the end of the line.

I was playing with the inferred relations, and I tried using the "H" hot key to create a relation, but it does not seem to activate? Aren't the underlined letters supposed to activate the relation, just like it would when you actually mouse over and click the button?

You have to hit alt key then the letter H
