OK. I don't see any reason that this should overdefine your sketch but anyway... second option is to put a dimension on first circle (if the circele diameter is npt defined by constrain you will get a "driven dimension"), then dimension the other one and link both dims.
To do that (assuming that you have dimension on the first circle) go to edit the sketch where the second circle is and start dimensioning the second circle (as screenshot shows). LMB once on empty area to get displayed Feature Manager Tree. From there select sketch which contains the first circle to show sketch dims. Now put the equal sign "=" in the dim window and select the dimension that you want to link to.
