I used to be able to enter Center Marks on a drawing, when did this feature stop working?

Order of operations:

I click the Center Mark feature, then click the circular edge where I want the center mark (like I have done 1000's of times), but today, it's not working?

Is anybody else having this problem? 

Using SW 2017

What I have tried so far....

1.  Made sure I was not working on a hidden layer

2. Created a sketch in the same view, then projected the edges, then tried inserting the center marks

3. Restarted SW

4.  More coffee
