Try extruding from Mid Plane.
Without seeing you model it is difficult to know exactly.
Are you fully defined?
Are you extruding then adding draft? From your statement it appears not.

Turn on X-Y-Z measurements in your Measure dialog:
The 1.04 in the sketch is aligned with the X or Y axis. The Measure Tool is giving you point-to-point distance.
I don't work with casting very much but I notice that you're measuring the .98 at the point where the draft starts. What does it measure at the top?
