I don't know why but the fillet has something to do with it. In the attached part I removed the fillet and it works correctly.
I can't open your file "Future version" Can you save it as 2016? I tried deleting the fillet portion and it still had annomally.
Sorry but I have SW2017 and can't save to 2016 version. Just delete Fillet1, then edit Sketch2, delete the bottom horizontal line and replace it with a tangent arc for the full radius end. The tool solid (ball end mill) should not have the fillet added but instead have the arc included in Sketch2.

Here is a version I did that managed to erase the abnormality..........
I am not sure as to why you created your sweep profile like you did? I basically just edited your revolve so that it included the .25 arc (your fillet) and then I deleted your fillet from the feature tree.
There doesn't seem to be an issue now...................

I agree with the others. Your tool should be one revolve feature but you can get around the issue by selecting Keep Normal Constant.
And thereby I keep learning!
