I don't have a model. That is what I am trying to create I have a circular part, with draft and want to wrap a constant cross section around it while progressing back from front of part
A connector attached to the cable. OD of connector is 22mm, will need to be constant section geometry wrapped at least 40MM long axially around connector and cable whose diameter is 2.5mm
like tape wrap.
Please make sketch by pen and paper with annotations (where is connector,cable,front of part and so on)

Can you take a screenshot of what you have so far? It's hard to picture what you're trying to do without a little more information. From what I can gather, it sounds like a sweep with guide curves or maybe using a helix with a draft angle is what you're after.

That sounds like you're going to need a Loft instead of a Sweep.
my problem is I have zero idea of how to even begin the path. I could do in Pro/E but not as many hours on SW

For a sweep you need two profile sketches, one at each end (which would be your two diameters), and a third sketch for the path (which I assume would be your spline).
