I built a rack. In order to have the tray slide I need to create a plate to hold the tray/rack in plate. How do I trace the hole onto the plate so that I can do extrude cut etc..
Right click on the part and "Edit Part" within the assembly. It allows yo to add the holes and properly align then (if dimensions aren't known). You can Extrude and Extrude Cut using the Features tab up top while in the Assembly Model. I do this a lot to keep from having to remember certain hole placings in multiple pieces in an assembly also to make sure the holes are exactly lined up with each other on two separate parts.
Edit the part within the context of the assembly.

It depends on whether or not you want a permanent link between the two parts.
If not, then follow the attached video:
Afterward, I would delete the constraints from the holes to the temporary sketch, delete the sketch and then dimension the holes at the cover level.
If so (I do not recommend this until you know enough about how Solidworks updates and update order before attempting):
Then there are a couple of options:
1) Create a part with a sketch of points and place it as the first part in the assembly tree, then edit your other two parts (making sure that "No External References" is off) and constraint the hole points to the separate part.
2) edit your 2nd part (making sure that "No External References" is off) and constraint the hole points to the points in the first part.
