I wish to know if you downloaded a part file from 3D Content Central (3DCC) whether modifications are limited. Because I downloaded a Rivet file from 3DCC but I found some restriction in modification.
There is a control sketch in the part you attached that the Revolve is based on. You can either edit that or remove the On Edge constraints in the Revolve sketch & dimension how you want.
It depends on the user who has uploaded that file. Could be good chance that the user didn't uploaded a SW file but parasolid, step, etc.
This file was down loaded from 3DCC, originally rivet dimension was 4mm. There was no dimension given to reduce it to 3mm by means of modifying the dimension, but I did that by extruded cut.
You can also get fasteners from https://www.mcmaster.com/#
They will have all of the common industry standards that you need, but if you need something that you can easily edit their downloads are great for that too.
