It's a bit hard to fully understand what you're after. But if I understand correctly you would like a pre-defined negative geometry you could add to your part to subtract material? in Catia we can build negative body by using cut feature like cut extrude (for example I make second body and use pocket feature in the first feature so catia build negative body with mines sign)
Afraid I've not seen that in SW. Interesting idea, kind of like a digital spark eroding tool. The Library feature is similar, but you need to create a dummy part to create the cut into. When you save the cut feature as a library part it shows the body, however only the cut will come through when you drag it out of the design library onto your active part. So it's similar, but it doesn't have the ability to create negative geometry as such.
If you can explain why you can't (or don't want) to use the Combine or Cavity functions, someone may be able to offer an alternative.
How to create Cavity with Specific Body (Tool Body)
Create an offset surface (with zero offset) using your "subtraction part" (which was inserted into a new part for this purpose[and hidden after the offset op]) and use this surface in a Cut with surface operation.
Hide the cut surface and the resultant unwanted bodies (if any).
