Dan, I'm not 100% sure, but I think it has to do with the views being considered "Annotation Views". Notice the (A) next to each of them?
Looks like this is tied to the part file. If you delete them, they go away when you refresh your view palette.

I am not sure if this is tied to the part template, or if there is something that creates them in the process if making your SLDPRT file.
Ahh, I didn't think of that. That makes sense now.
After you commented, I did a search and found this:
It looks like the *'s are the standard views and the "A" are the Annotation views (I am assuming this by order of elimination as it does not explicitly state that the "A" is the annotation view).
So, I would guess that if your standard views don't match your annotation views, then it will list both of them. But if they DO match, then it will only list the 1 for each.

I have noticed this to and thought I was going nuts. It even gives me a warning that this will change my views in the drawing. But 99% of the time I change these views to what I want way before I ever do a drawing.
