What are your machine specs? do they meet SW2017 system requirements?
It looks like a graphics issue, you may need to update your driver to the latest SW certified driver. If you have a certified graphics card.

You have checked to make sure you have your eye turned on. Also if that works and you want the planes to be on when you open a new part, turn the planes on and save as your part template.
To me it looks like the complete window is missing, not just the planes.
His pic isn't even showing the triad. I think there's a problem with his graphics.

it looks like your part window may be minimized or it would be off the screen if you have 2 screens. Expand the window to as big as it can get and look for your part.
try hitting ctrl tab to see if there is an active part file.
i already did that but still not working......
Shut down the whole computer restart and see if that helps.

This is definitely a graphics problem because the rest of the document window is visible, just the graphics area itself is not showing, which usually means a problem with OpenGL which is the graphics system to show the model graphics. Try running SOLIDWORKS Rx from the start menu and go to the Diagnostics tab to make sure your card is supported and that you are using the proper graphics driver.

Remember if it works in Software OpenGL chances are you have a problem with your graphics card drivers not being uptodate or your graphics card may not be certified for the version of Solidworks you are running.
Select Sketch and select a tool it will then ask for the plane to be sketched on. The plane will not show in the view you show.
