It is not the ideal way to model it but keep the extrude feature on the back face like you have it only uncheck merge results. Mirror the body across the right plane and then delete the original body Insert>Feature>Delete/Keep Body. I would then suggest you merge the new body to the tire with Insert>Features>Combine
Again not the best way to model the tire but it will work if you don't mind the cluttered feature tree. If you have SolidWorks 2018 I can just upload the model if that would help.
Here's my version. First, I moved the outline up, as Dustin Perreault suggested, and extruded it, making sure "Merge result" was not checked.
Then I edited the sketch used to create the text, deleting the bottom half, and edited the feature, de-selecting "Merge result".
I performed the same edit on the extrude that creates the logo, then edited the Circular Pattern. I cleared everything from the "Features to Pattern" and chose "Bodies to Pattern" instead, and selected all three extrudes.
I didn't bother adding the Combine feature, but that would be the next step.

I didn't save it, and even if I re-did it you wouldn't be able to open it since I'm using SW2017 and you're using SW2016. SolidWorks can't edit files saved in a newer version. Anyway, if you did that tire in your second day with the software you're head and shoulders above where I was at the same stage, so you'll be fine.
