Yes, my motion study tools are now working.
I don't completely understand why. I think the change occurred when I imported individual sketch blocks (created as their own part files) into one SW part file, joined those blocks with a series of relationships, and then inserted the final 1 part file into an assembly file. Previously I had brought the individual part files (sketch blocks) into an assembly where they were not joined which I think resulted in the missing motion study tools.
The discretion of this assignment was somewhat vague. Here is the exact wording: "Using Solid Works sketch blocks, design an oscillating steam engine. Include the rotary, reciprocating, and oscillating movements."
